Vietnam and Cuba beef up bilateral cooperation

Authorized by Deputy Prime Minister Ho Duc Phoc, during his working visit to Cuba (April 11-12, 2025), the Vietnamese Government delegation led by Deputy Minister of Finance Le Tan Can held talks with Cuban Minister of Foreign Trade and Foreign Investment Oscar Pérez Oliva - Fraga to promote bilateral cooperation. Deputy Minister of Construction Nguyen Tuong Van attended and exchanged opinions at the talks.

At the meeting, Deputy Minister Le Tan Can expressed his delight at the fruitful development of bilateral relations across channels and areas in recent times, affirming that the Party, State and people of Vietnam attach special importance to the special relations with Cuba.

Agreeing with the Cuban Minister of Foreign Trade and Foreign Investment on the need for both sides to make efforts to improve the effectiveness of existing cooperation mechanisms and resolutely implement breakthroughs in bilateral cooperation mechanisms, Deputy Minister Le Tan Can suggested that both sides continue to maintain high-level delegation exchanges between the two Parties and two States.

Regarding supporting Cuba to boost rice production in the 2025-2027 period, Deputy Minister Le Tan Can suggested that the two sides study and create a specific mechanism to encourage Vietnamese enterprises to invest in rice production, supply agricultural materials and services in Cuba, aiming to build a suitable production ecosystem; create an output mechanism for the project (in the direction that enterprises can sell products to the market and transfer money back home to rotate capital)...

Speaking at the meeting, Deputy Minister of Construction Nguyen Tuong Van highly appreciated the effectiveness of Vietnam - Cuba cooperation under the Intergovernmental Committee mechanism. He also informed Cuban Minister of Foreign Trade and Foreign Investment - Co-Chairman of the Cuba - Vietnam Intergovernmental Committee about the merger of the Ministry of Construction with the Ministry of Transport into a new Ministry of Construction (the Minister of Construction is Co-Chairman of the Vietnam - Cuba Intergovernmental Committee).

With the merger of the Ministry of Construction and the Ministry of Transport into the new Ministry of Construction, the Vietnamese Ministry of Construction and the Cuban Ministry of Foreign Trade and Foreign Investment have opportunities to expand cooperation not only in the construction sector but also in the transport sector, Van said.

Deputy Minister Nguyen Tuong Van visited the ViMariel Industrial Park Infrastructure Development Project invested by VIGLACERA Corporation-JSC.

Deputy Minister Nguyen Tuong Van agreed with Minister Oscar Pérez Oliva - Fraga's assessment of the positive results of both sides in recent times, especially in the fields of trade, agriculture, health, biology, and construction; and suggested that in the coming time, the two sides continue to closely coordinate in removing difficulties and creating favorable conditions for Vietnamese enterprises operating in Cuba.

On behalf of the Cuban Government, Minister Oscar Pérez Oliva - Fraga thanked the leaders of the Party, State and People of Vietnam for their solidarity, friendship and valuable support for Cuba; and affirmed that they would continue to further promote the special friendship between the two countries.

At the end of the talks, Deputy Minister Le Tan Can hoped that the agreements would be considered, approved and transformed into specific policies to be applied in practice by the Cuban side, contributing to the successful implementation of the results of General Secretary To Lam's visit to Cuba, creating a favorable basis for the upcoming visit to Vietnam by First Secretary and President of Cuba Miguel Diaz-Canel.

During the visit to Cuba, the Vietnamese Government delegation also held talks with Cuban Minister of Finance and Prices Vladimir Regueiro Ale; Minister – Governor of the Central Bank of Cuba Juanna Lilia Delgado Portal. Deputy Minister Nguyen Tuong Van visited the ViMariel Industrial Park Infrastructure Development Project invested by VIGLACERA Corporation - JSC; visited the rice cooperation and development project invested by VMA Agri Company in Cuba; visited Ben Tre village; attended the handover ceremony of 11,500 tons of rice to Cuba.
