On April 24th, 2025, in Hanoi, Deputy Minister of Construction Nguyen Tuong Van met and worked with Mr. Saleh Djeghloul - Chairman of the Algeria - Vietnam Friendship Parliamentarian Group. Attending the meeting were leaders of a number of units under the Ministry of Construction and members of the Algeria - Vietnam Friendship Parliamentarians Group.
Mr. Saleh Djeghloul expressed his joy at the traditional friendly cooperation between Algeria and Vietnam in general, and the cooperation between Algerian partners and the Ministry of Construction in particular.
Appreciating Vietnam's experience in developing transport and housing infrastructure systems, Mr. Saleh Djeghloul hoped that the Vietnamese Ministry of Construction and Algerian partners would increase exchanges, cooperation and experience sharing in areas of mutual interest, such as: housing development, construction materials; transport infrastructure; seaports, maritime transport, inland waterway transport.

Mr. Saleh Djeghloul noted Algeria is implementing many housing development programs for people with different income levels to ensure housing needs for the people, including 2 million social housing apartments project for the poor and low-income people nationwide, with full amenities such as education, healthcare, etc. Algeria also focuses on developing the transport infrastructure system, including the 2,400km North-South Expressway and the system of connecting roads, seaport systems, and dams.
According to Mr. Saleh Djeghloul, Algeria is one of the gateway countries to Africa, with a modern, high-capacity seaport system and a system of highways and railways connecting Algeria with African countries. Therefore, Algeria is one of the ideal markets for Vietnamese enterprises, especially construction enterprises, to invest, cooperate and expand the market in Algeria and Africa.
For his part, Deputy Minister Nguyen Tuong Van highly appriciated the attention and investment in developing social housing and transport infrastructure of the Algerian Government - one of the priorities of the Vietnamese Government.

Vietnam is implementing the Project "Investing in the construction of at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", while promoting the construction of transport infrastructure, especially the expressway system. By the end of 2024, Vietnam has completed and put into use 2,300km of expressway, the plan is to complete 3,000km by the end of 2025 and complete and put into operation 5,000km by 2030. It is expected that by the end of 2026, Vietnam will start the high-speed railway project on the North - South axis, Van said.
Vietnam also pays special attention to developing science and technology, innovation and digital transformation to strongly promote existing potentials, and attract domestic and foreign resources to boost the country's socio-economic development in the new era.
Appreciating the traditional friendly cooperation between Vietnam and Algeria, Deputy Minister Nguyen Tuong Van said that the two sides are currently coordinating to evaluate the results of implementing cooperation agreements at the 12th Session of the Vietnam - Algeria Intergovernmental Committee and exchanging cooperation orientations in the coming time.
Deputy Minister Nguyen Tuong Van agreed with the proposal of the Chairman of the Algeria - Vietnam Friendship Parliamentarians Group on the need to strengthen cooperation and share experiences between the two sides in developing social housing, construction materials, transport infrastructure, seaports, maritime transport, waterway transport and emphasized that expanding cooperation between the Vietnamese Ministry of Construction and Algerian agencies and partners will practically contribute to further promoting the good traditional friendship and cooperation between Vietnam and Algeria.
