On April 14th, 2025 (local time), First Secretary of the Communist Party and President of the Republic of Cuba Miguel Díaz-Canel received a delegation of the Vietnamese Government, led by Deputy Minister of Finance Le Tan Can, at the Palace of Revolution. Deputy Minister of Construction Nguyen Tuong Van represented the Vietnam-Cuba Intergovernmental Committee to join the delegation. The meeting affirmed the traditional friendship and special solidarity between Vietnam and Cuba.

First Secretary of the Communist Party and President of the Republic of Cuba Miguel Díaz-Canel received a delegation from the Government of Vietnam.
The two sides agreed to closely cooperate and implement several measures to deepen bilateral cooperation, including promoting delegation exchanges at all levels, effectively implementing cooperation mechanisms and agreements between the two countries, particularly concretising high-level agreements made during the State visit to Cuba by Party General Secretary and President To Lam in September 2024.
President Díaz-Canel stated 2025 has a special significance, two countries jointly organise activities for the Vietnam-Cuba Friendship Year 2025 to celebrate the 65th anniversary of diplomatic relations (1960–2025), and coincide with important milestones in Vietnam such as the 95th anniversary of the founding of the Party, the 80th anniversary of National Day, and the 50th anniversary of the liberation of the South.
General Secretary To Lam's State visit to Cuba in September 2024 enhanced cooperation in the fields of agriculture, fisheries, and biotechnology. Cuba thanked Vietnam for its support and support for Cuba at the United Nations. The two countries have cooperated to implement the rice planting project in Pinar del Río, which has achieved initial success and is preparing to expand its scale. The cooperation project on aquaculture and pharmaceutical development is being implemented smoothly. Deputy Minister of Finance Le Tan Can expressed his honor to come to Cuba, continuing the special solidarity between the Party, State, and people of the two countries.
After the meeting with the First Secretary and President of the Republic of Cuba Miguel Díaz-Canel, Deputy Minister of Construction Nguyen Tuong Van met and worked with Cuban Minister of Construction Rene Mesa Villafana. Attending the meeting were Mr. Nguyen Ngoc Anh - Chairman of ViMariel Company under VIGLACERA Corporation-CTCP and leaders of units and enterprises under the Cuban Ministry of Construction.

Deputy Minister Van updated the situation of Vietnam's units restructuring, in which the Ministry of Construction and the Ministry of Transport merged with the new name of the Ministry of Construction and affirmed that after the merger, the Vietnamese Ministry of Construction will have more functions and tasks, which is an opportunity to promote and expand cooperation between the two ministries in the coming time.
The two sides need to closely coordinate and create favorable conditions for ViMariel Company and SanVig joint venture to maintain stable production and business activities and prepare content for the 42nd Session of the Intergovernmental Committee scheduled to be held in Hanoi, Vietnam in June, said Minister Van.

The Cuban Minister of Construction expressed his delight on the merger between the Ministry of Construction and the Ministry of Transport, and affirmed that the Cuban Ministry of Construction has been closely cooordinating with many projects before the merge of two ministries. It will open up new directions as well as expand the scope of work to be exchanged between the two Ministries of Construction.
Regarding the Intergovernmental Committee Meeting, the Cuban Minister of Construction announced that he will send to the Vietnamese Ministry of Construction the content of two reports related to the work carried out with the Ministry of Construction and the Vietnamese Ministry of Transport before the merger.
